Health, Safety & Environment (HSE) Officer – Oil & Gas

About the role

The HSE Officer will work under the VP HSE to implement and monitor health, safety and environmental systems for an oil and gas construction project. The role requires hands‑on leadership, site inspections and continuous improvement of HSE performance.

Key responsibilities

• Implement and monitor company and contractor HSE systems, processes and procedures.
• Lead by example and promote the TEPMA1 golden rules and STOP‑card work‑stop authority.
• Conduct regular safety, health, hygiene and environmental inspections of construction sites, accommodation areas and canteens.
• Deliver awareness and guidance programmes to inform the workforce about risks and prevention measures.
• Review Job Safety Analyses (JSA) and risk assessments in the field to ensure compliance.
• Record unsafe acts and conditions in the TEPMA1 observation system and follow up on corrective actions.
• Provide timely HSE reporting to site project and HSE managers.
• Support contractor HSE engagement sessions, including inductions, toolbox talks and HSE meetings.
• Prepare HSE data for performance meetings and lead incident investigations when required.
• Assist in emergency response, reward programmes and continuous improvement initiatives.
• Implement waste‑management and biodiversity monitoring programmes in line with environmental policy.

Required profile

• Bachelor’s degree or diploma in Management, H&S Engineering or related field; NEBOSH or equivalent certification.
• Minimum 5 years of experience in construction operations or a similar HSE role.
• Proven HSE training and competencies, with knowledge of Mozambique HSE legislation.
• Fluent in Portuguese (native), English and Mozambican languages, both oral and written.
• Local residence is an advantage.
