Emergency Project Manager – Rapid Response (Mozambique, Pemba)

About the role

The Norwegian Refugee Council is seeking an Emergency Project Manager to lead the Rapid Response Mechanism in its consortium in Mozambique, based in Pemba. The role will oversee emergency and cash‑based programmes, ensuring high‑quality delivery and coordination with partners and authorities.

Key responsibilities

• Implement and manage the Rapid Response Mechanism (RRM) for the consortium, supervising teams in Pemba and Mueda.
• Develop and roll out digital voucher responses and a pool‑fund for emergency cash assistance.
• Coordinate project implementation, budgets and documentation in line with proposals, donor requirements and NRC policies.
• Lead capacity‑building activities for the emergency team and monitor context developments to trigger alerts.
• Liaise with local authorities, partners and stakeholders to promote the rights of IDPs and returnees.

Required profile

• Minimum three senior years in humanitarian programming or senior project management.
• Proven experience in emergency programme cycles, cash‑based programming and market analysis.
• Fluency in English (written and spoken); knowledge of Portuguese and experience in Mozambique are assets.
• Strong leadership and ability to manage diverse workloads in fragile contexts.
