Monitoring, Evaluation and Learning (MEL) Expert

About the role

We are looking for a Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships and innovation across the African space ecosystem.

Key responsibilities

• Develop and refine the programme’s monitoring, evaluation and learning framework, including indicators, baselines and data‑collection protocols.
• Collect, consolidate and analyse evidence to assess impact and inform strategic decisions.
• Provide technical guidance on results‑based management for multi‑partner and donor‑funded activities.
• Coordinate with EU funding bodies and African partners to ensure compliance and quality of MEL processes.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or 4 years relevant experience in lieu of the degree).
• Minimum 8 years professional experience in monitoring and evaluation, results‑based management or programme evaluation.
• At least 4 years experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
