Territorial Development Senior Manager – Oil & Gas

About the role

The Territorial Development Senior Manager will lead the social performance programme for a major oil & gas project in Mozambique. Reporting to the Social Performance Vice President and the Country Chair, the role focuses on stakeholder engagement, land access, and cultural heritage management.

Key responsibilities

• Develop and implement tactical plans for stakeholder engagement, land access and cultural heritage management.
• Implement the project site social performance programme and monitor its objectives.
• Build and maintain strong relationships with communities, government, CSOs and community‑based organisations.
• Oversee stakeholder engagement plans, communication channels and grievance mechanisms.
• Manage the interface with Area 4 at the project site level.
• Oversee land access and resettlement programmes, ensuring compliance with international and Mozambican standards.
• Lead the resettlement team, livelihood restoration programmes and community development funds.
• Develop and manage social investment initiatives and associated budgets.
• Lead, mentor and coordinate the on‑site social performance team.
• Prepare compliance reports and site performance documentation.

Required profile

• Diploma in a relevant discipline.
• Minimum 10 years of experience in complex, culturally diverse extractive‑industry environments.
• Strong knowledge of social performance principles, stakeholder engagement methodologies, resettlement best practices aligned with IFC, World Bank, AfDB standards, and Mozambican regulations.
