Human Resources Officer – Field

About the role

The Human Resources Officer will support the Country Program HR strategy and operational plans, ensuring high‑quality HR services for programmes serving vulnerable populations. The role focuses on coordinating recruitment, staff development, performance management, employee relations, compensation, onboarding, and policy administration.

Key responsibilities

• Assist the HR Manager/Head of Operations in overall HR program management.
• Coordinate and support HR processes to meet agency, donor, and local legal standards.
• Assess service needs and provide advice to managers on daily staff management.
• Collect input on HR policies, contribute to system and manual updates.
• Support professional development assessments and delivery of training programs.
• Maintain accurate personnel records in HRIS and ensure compliance with CRS, donor, and local regulations.
• Prepare analytical reports on HR metrics to aid workforce planning and decision‑making.

Required profile

• Strong relationship‑management abilities and strategic approach to stakeholder engagement.
• Excellent customer‑service ethic and communication skills.
• Highly organized with strong planning and coordination capabilities.
• Ability to handle confidential information with discretion.
• Proactive, resourceful, solutions‑oriented and results‑driven.
• Bachelor’s degree in Human Resources Management or Business Administration.
• Minimum three years of HR experience, preferably in an international or local NGO.
• Knowledge of employment laws, regulations and HR best practices.

Required skills

• Proficiency with MS Windows.
• Advanced use of MS Office suite (Excel, Word, PowerPoint).
• Experience with web‑conferencing applications.
• Familiarity with HR Information Systems (HRIS).
