Monitoring, Evaluation & Learning (MEL) Manager – FCI Project

About the role

The Monitoring, Evaluation & Learning (MEL) Manager will lead the design, implementation, and continuous improvement of MEL systems for the FCI Project in Mozambique. Reporting to the Country Project Director and Technical Director, the role ensures high‑quality data collection, analysis, and reporting to support evidence‑based decision‑making.

Key responsibilities

• Develop, review, and implement the country‑level MEL plan and tools, adapting the global framework to the local context.
• Lead data collection, entry, cleaning, analysis, and reporting of performance and contextual indicators.
• Conduct routine data quality assessments, verification, and review meetings.
• Prepare donor and government reports, dashboards, and learning products.
• Align MEL activities with national health information systems (HMIS/DHIS2) and support integration of faith‑based and private providers.
• Collaborate with MOH, CHAs, FBOs, and partners to ensure accurate and timely reporting.

Required profile

• Proven experience in monitoring, evaluation, and learning within health or humanitarian programs.
• Strong understanding of national M&E guidelines and health information systems.
• Ability to work with multiple stakeholders, including government and NGOs.
