Institutional Capacity Assessment Consultant – Mozambique

About the role

The Institutional Capacity Assessment Consultant will support the U.S. Department of State LEAP Global initiative in Mozambique by strengthening provincial health platforms. The role focuses on infectious disease programs such as TB, HIV, and Global Health Security, aligning with the new Presidential Executive Order for life‑saving humanitarian assistance.

Key responsibilities

• Conduct comprehensive institutional capacity assessments for the four provincial G2G health platforms (Sofala, Manica, Tete, Niassa).
• Review global best practices and identify operational and technical gaps.
• Design and recommend practical capacity‑strengthening interventions to improve planning, implementation, monitoring, and sustainability.
• Collaborate with DOS, provincial health authorities, and national stakeholders to enhance surveillance, outbreak preparedness, laboratory systems, and specimen referral coordination.
• Support program planning, implementation oversight, data quality improvement, accountability mechanisms, and service‑delivery coordination across technical programs.

Required profile

• Proven experience in health systems strengthening and institutional capacity assessments.
• Familiarity with infectious disease programs (TB, HIV, GHS) in low‑resource settings.
• Experience working with government entities and international development partners.
• Ability to operate in Mozambique’s provincial health environment.
