Monitoring, Evaluation & Learning Coordinator

About the role

The Monitoring, Evaluation & Learning (MEL) Coordinator will support the development and implementation of evidence‑based systems that enhance programme performance and internal management for NRC in Mozambique. This role provides technical assistance to country staff, builds capacity, and ensures that data informs decision‑making and reporting.

Key responsibilities

• Support and develop MEL systems, SOPs, guidance, and tools aligned with NRC policies and the country strategy.
• Participate in programme design, theory of change development, log‑frame creation, and budgeting for MEL activities.
• Assist programme teams with data collection methodologies, tools, data management, analysis, and use.
• Provide capacity‑building and training to programme and MEL staff on technical and conceptual MEL aspects.
• Collect, analyse, and disseminate monitoring data from evaluations, assessments, PDMs, PCM reviews, and programme studies.
• Supervise and mentor MEL support staff in executing MEL plans.
• Contribute to designing MEL staffing structures and resource planning.
• Ensure timely, high‑quality data collection and use of MEL data for evidence‑based decisions and stakeholder reporting.

Required profile

• Experience in monitoring, evaluation and learning within humanitarian or development programmes.
• Proven ability to support programme design, indicator selection, and budget development for MEL functions.
• Strong capacity‑building and mentorship skills for staff at various levels.
• Ability to manage data collection processes and ensure data quality.
