Monitoring, Evaluation, Accountability and Learning Officer

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will support NRC's field office in Mueda, Mozambique, by ensuring high‑quality monitoring, evaluation and learning across humanitarian programmes. The role involves designing and implementing data collection tools, managing the complaint‑feedback mechanism, and providing evidence‑based insights for programme improvement.

Key responsibilities

• Implement all monitoring and evaluation activities for projects in the Mueda field office.
• Coordinate the establishment of programme‑level M&E systems, contribute to log‑frame design, indicator formulation and M&E planning.
• Ensure the proper functioning of the Complaint, Feedback and Response Mechanism at the area level.
• Provide regular progress reports to the Area Manager, Area Program Manager and MEAL Coordinator/Manager.
• Develop and maintain a data management system, standardising information flow for MEAL activities.
• Design and conduct surveys, assessments, baseline/end‑line studies and post‑implementation evaluations.
• Train and support programme staff on data collection methodologies and tools, including Excel and Kobo.
• Verify data quality, conduct analysis, and prepare reports using Excel, Kobo and PowerBi.
• Track project output indicators and ensure timely reporting in monthly templates.

Required profile

• Familiarity with NRC policies, guidance and procedures.
• Experience coordinating M&E systems and designing monitoring tools.
• Ability to train and support programme staff on MEAL concepts and technical tools.
• Experience conducting surveys and assessments in humanitarian contexts.
