Support the country-level application of the practical Toolkit for law enforcement

About the role

The Office of the High Commissioner for Human Rights (OHCHR) seeks a consultant to support the implementation of its practical Toolkit for law enforcement officials in Mozambique. The assignment will focus on translating human‑rights standards into actionable guidance for police and other security actors during peaceful assemblies.

Key responsibilities

• Assist OHCHR in executing Human Rights Council resolution 56/19 within the Mozambican context.
• Conduct assessments, research and analysis of national law‑enforcement institutions and relevant legal frameworks to identify priority implementation areas.
• Plan and facilitate in‑country missions, thematic workshops and training sessions in collaboration with national stakeholders.
• Develop a tailored roadmap for applying the Toolkit, including the Model Protocol and digital‑technology annex.
• Draft concept notes, activity reports and other documentation reflecting progress and challenges.
• Ensure gender and disability inclusion are embedded throughout all activities.
• Report to and work under the supervision of OHCHR staff.

Required profile

• Proven experience in institutionalising human‑rights standards within law‑enforcement bodies.
• Knowledge of policing practices related to peaceful protests and the use of digital technologies.
• Familiarity with Mozambique’s legal and security environment is highly desirable.
• Strong research, analytical and report‑writing abilities.
• Commitment to gender equality and disability inclusion.
