Technical Officer – Laboratory Systems

About the role

The Technical Officer (Laboratory Systems) will support the EpiC Global Health Security project in Mozambique by providing technical and operational assistance to strengthen veterinary and public‑health laboratory capacity, biosafety, biosecurity and disease surveillance.

Key responsibilities

• Provide technical support for biosafety and biosecurity activities, risk assessments, specimen management and outbreak response.
• Support implementation of laboratory quality management systems (ISO/IEC 17025, ISO 15189, SLIPTA, SLMTA) including assessments, audits and accreditation preparation.
• Assist laboratory procurement, equipment evaluation, installation, commissioning and lifecycle management, and strengthen laboratory information systems.
• Plan and deliver training, ToT, mentorship and supervision; conduct field visits to monitor implementation.
• Coordinate with government counterparts, partners and stakeholders; prepare technical reports, workplans and donor deliverables.

Required profile

• Bachelor’s degree in Veterinary Medicine, Medical Laboratory Science, Biomedical Science, Microbiology or related field.
• Minimum 4 years of experience in laboratory systems strengthening, quality management, public health or veterinary labs.
• Hands‑on experience with microbiology, molecular diagnostics and laboratory quality systems.
• Proven experience conducting assessments, developing improvement plans and supporting accreditation.
• Fluency in Portuguese and professional working proficiency in English.
