Capacity Building Officer (w/m/x) – Mozambique

About the role

The Capacity Building Officer will coordinate the design and implementation of comprehensive capacity‑building actions that strengthen institutional, technical, managerial and fiduciary capacities within the 2023–2029 Belgium–Mozambique cooperation programme. The role ensures alignment with project objectives and climate‑finance requirements.

Key responsibilities

• Translate organisational and HR assessments into structured, demand‑driven capacity‑building action plans.
• Lead and operationalise twinning arrangements, peer‑to‑peer learning initiatives, and targeted training and reskilling programmes.
• Monitor progress against institutional and individual capacity‑development objectives.
• Embed capacity‑building actions in day‑to‑day operations, strengthening governance, systems and processes.
• Advise stakeholders on organisational improvements and support reform implementation.
• Track progress, document lessons learned and feed evidence‑based insights into reporting and strategic decision‑making.
• Coordinate closely with private‑sector partners, technical experts, donors and other institutions to enhance collaboration.

Required profile

• Master’s degree in public administration, organisational development, development studies, international development or a related field.
• Minimum 5 years of relevant experience in institutional strengthening, governance or capacity development.
