Cash and Voucher Specialist – Emergency Response (Mozambique)

About the role

The Cash and Voucher Specialist will lead the design, development and implementation of cash and voucher assistance (CVA) programmes within the Rapid Response Mechanism (RRM) in Mozambique. Working closely with the Norwegian Refugee Council (NRC) and RRM‑Mozambique partners, the specialist will promote market‑based approaches to support IDPs and conflict‑affected populations.

Key responsibilities

• Provide technical leadership on cash and voucher assistance and market‑systems programming for emergency response.
• Embed cash and e‑voucher modalities into RRM consortium responses and ensure alignment with donor requirements.
• Develop guidelines, SOPs, training materials and indicators for CVA integration across programmes.
• Conduct capacity‑building activities for field teams and support knowledge transfer.
• Engage with local and national authorities, negotiate technical aspects with government, and represent the RRM consortium in relevant forums.
• Identify trends, standards and donor priorities related to cash and vouchers and advise on strategic adjustments.
• Support business development activities to secure resources and create an enabling environment for CVA programmes.

Required profile

• Proven experience in cash and voucher assistance, preferably in humanitarian emergency settings.
• Strong understanding of market‑based approaches and the ability to influence policy and negotiate with government stakeholders.
• Demonstrated capacity‑building and training experience for multidisciplinary teams.
• Excellent analytical skills to identify gaps, assess programme performance and develop technical solutions.
• Commitment to humanitarian principles and the rights of displaced and conflict‑affected populations.

Required skills
