Cash and Voucher Specialist – Pemba, Mozambique

About the role

The Cash and Voucher Specialist will lead the design, development and implementation of cash and voucher assistance (CVA) programmes in emergency response settings across Mozambique. Working within the Rapid Response Mechanism (RRM) Consortium, the role supports the institutionalisation of market‑based approaches and provides technical guidance to partners and field teams.

Key responsibilities

• Identify trends, technical standards and donor priorities for cash and voucher interventions.
• Embed cash and e‑voucher solutions in RRM consortium responses and ensure alignment with proposals, strategies and donor requirements.
• Provide technical direction to field teams, develop SOPs, training materials and indicators for CVA integration.
• Build capacity of project staff and transfer key skills on cash‑based programming.
• Engage with national and local authorities, lead technical negotiations and represent the consortium in relevant forums.
• Support business development activities to secure resources and create an enabling environment.
• Ensure compliance with NRC policies, guidance and procedures.

Required profile

• Proven experience in cash and voucher assistance and market‑based programming within humanitarian emergencies.
• Demonstrated ability to lead technical negotiations with government bodies and influence policy.
• Strong capacity‑building experience with field teams and partners.
• Familiarity with donor requirements and humanitarian standards for CVA.
