Chief Education – Learning, Skills & Engagement (P-5)

About the role

UNICEF is seeking a senior leader to head the Learning, Skills and Engagement (LSE) programme in Mozambique. The Chief Education will provide strategic direction, ensure programme coherence and drive results that improve foundational learning and youth pathways to work. Reporting to the Deputy Representative, Programmes, the role combines policy advice, partnership management and evidence‑based programme oversight.

Key responsibilities

• Lead the LSE section, ensuring strategic leadership, accountability and effective management of staff and resources.
• Design, plan and assure quality across the three LSE outputs: inclusive digital learning, system‑level accountability and pathways for adolescents.
• Oversee programme monitoring, evidence generation and impact demonstration to inform adaptive management and policy dialogue.
• Engage with ministries, donors and partners to strengthen education systems, mobilise resources and institutionalise scalable models.
• Foster innovation, knowledge management and capacity development within the multidisciplinary team.

Required profile

• Master’s degree (or equivalent) in Education, International Development, Public Policy or related fields.
• Minimum 10 years of experience in large‑scale education or adolescent development programmes, including strategic leadership and programme design.
• Proven ability to use data and evidence to improve programme quality and influence policy.
• Experience providing senior policy advice to ministries and coordinating complex multi‑partner arrangements.
• Demonstrated experience working in a developing‑country context and fluency in English.
