Consultancy for Development of National Action Plan for Nutrition in the Health Sector

About the role

UNICEF is seeking a consultant to support Mozambique's Ministry of Health in creating a comprehensive National Action Plan for Nutrition within the health sector. The consultancy will focus on designing evidence‑based actions that improve nutrition outcomes across the life cycle, especially for vulnerable groups.

Key responsibilities

• Prepare an inception report and define the working methodology.
• Compile evidence, evaluate the existing nutrition program, conduct document analysis and consultations, and assess the country’s nutritional situation.
• Develop strategic lines of nutrition throughout the life cycle.
• Draft a costed action plan with clear targets and indicators.
• Facilitate validation and produce the final action plan document.

Required profile

• Consultant with expertise in nutrition program development and health sector planning.
• Ability to align the action plan with Mozambique’s national health strategies, the Five‑Year Program (PQG) 2025‑2029, and international nutrition guidelines.
• Experience working with ministries of health and multi‑sectoral stakeholders (e.g., education, agriculture, social action).
