Emergency Project Manager – Pemba, Mozambique

About the role

The Norwegian Refugee Council is seeking an experienced Emergency Project Manager to lead the Rapid Response Mechanism (RRM) for its consortium in Mozambique. Based in the Pemba area office, the role will ensure effective delivery of cash‑voucher, shelter and WASH assistance to affected populations.

Key responsibilities

• Implement the Rapid Response Mechanism (RRM) for the consortium led by NRC in Mozambique.
• Lead and coordinate RRM teams operating in Pemba and Mueda, ensuring timely delivery of cash‑voucher, shelter and WASH assistance.
• Report to the Area Manager and work closely with the program unit to align activities with country strategy.
• Manage line‑management duties for directly reporting staff, including performance reviews, goal setting and staff development.
• Oversee workforce planning, recruitment, staff induction and ensure duty‑of‑care standards are met.

Required profile

• Proven experience in managing emergency humanitarian projects, preferably in cash‑voucher, shelter or WASH sectors.
• Strong leadership and team‑management skills with experience supervising multi‑disciplinary teams.
• Ability to work in a fast‑paced, multi‑partner environment and deliver results under pressure.
