Emergency Project Manager – Pemba, Mozambique

About the role

The Emergency Project Manager will lead NRC's Rapid Response Mechanism in the Pemba and Mueda areas, coordinating emergency cash and voucher programmes within the consortium. Reporting to the Area Manager, the role ensures high‑quality delivery of emergency assistance to displaced populations.

Key responsibilities

• Implement and manage the Rapid Response Mechanism (RRM) across the consortium, overseeing teams in Pemba and Mueda.
• Lead line‑management functions, including performance management, recruitment, induction and staff development.
• Coordinate emergency and cash‑based project implementation, ensuring compliance with donor requirements and NRC policies.
• Develop and roll out digital voucher responses and pool‑fund mechanisms for emergency financing.
• Monitor context developments, produce regular progress reports and update project management tools.
• Liaise with local authorities, partners and stakeholders to promote the rights of IDPs and returnees.

Required profile

• Minimum three senior years in humanitarian programming or senior project management.
• Proven experience in emergency programme cycles within complex, fragile contexts.
• Fluency in written and spoken English; Portuguese knowledge is an asset.
• Strong leadership and ability to manage diverse, high‑pressure workloads.
• Experience working in Mozambique or similar contexts is advantageous.
