Head of Programme Design and Development – Maputo

About the role

The Head of Programme Design and Development (HPDD) is a senior strategic position within Save the Children’s Programme Development and Quality (PDQ) Department. Based in Maputo, the role combines innovative programme design, partnership development and high‑impact business development to strengthen the organisation’s country programmes.

Key responsibilities

• Lead the design of innovative, transformational and high‑impact projects and programmes, ensuring they align with organisational strategy and child safeguarding standards.
• Develop and nurture partnerships and business opportunities that enhance programme reach and effectiveness.
• Oversee quality assurance processes across all programme development activities, driving continuous improvement.
• Integrate child safeguarding considerations (Level 3) into every stage of programme design and implementation.
• Provide strategic guidance and mentorship to the PDQ team and contribute to the Extended Leadership Team.
• Coordinate with field offices, travelling as required, and support remote collaboration from eligible locations.

Required profile

• Extensive senior‑level experience in programme design and development within an international NGO or similar environment.
• National Grade 2 level or equivalent seniority, reflecting a high degree of responsibility.
• Willingness and ability to travel to field offices and work remotely when needed.
