Health System Strengthening Director – ECHO Mozambique

About the role

The Health Systems Strengthening (HSS) Director will provide strategic and operational leadership for the ECHO project’s health systems strengthening portfolio in Mozambique. Reporting to the Deputy Chief of Party, the role will guide engagement with the Ministry of Health (MISAU) and sub‑national authorities to improve system performance and transition to greater government ownership.

Key responsibilities

• Lead ECHO’s engagement with MISAU, provincial and district health authorities, and key stakeholders.
• Represent the project in high‑level technical and strategic forums.
• Align donor priorities with government strategies and program implementation.
• Define and guide the transition approach, including transfer of functions, financing, and accountability.
• Oversee capacity strengthening, financing mechanisms, governance, and integrated service delivery.
• Ensure measurable improvements in program outcomes, efficiency, and sustainability.
• Manage a multidisciplinary team and ensure alignment across technical, information, and operations functions.

Required profile

• Extensive experience in health systems strengthening, preferably in HIV/AIDS programs.
• Proven ability to work with government ministries and sub‑national health structures.
• Strong strategic leadership and stakeholder engagement skills.
• Experience managing multidisciplinary teams in complex, donor‑funded environments.
