HSE Officer

About the role

The HSE Officer will be responsible for implementing and monitoring health, safety and environmental systems for both the company and its contractors on construction sites in Cabo Delgado, Mozambique. The role requires leading by example, promoting safety culture and ensuring compliance with local legislation.

Key responsibilities

• Implement and monitor company and contractor HSE systems, processes and procedures.
• Conduct regular safety, health, hygiene and environmental inspections on construction sites, accommodation areas and canteens.
• Review JSA/Risk Assessments in the field to ensure contractors follow agreed processes.
• Record unsafe acts and conditions on the observation system and follow up on corrective actions.
• Provide transparent reporting to the HSE Manager and support incident investigations.
• Lead HSE engagement sessions, inductions, toolbox talks and safety meetings.
• Support emergency response scenarios and reward‑recognition programs.
• Implement waste management and biodiversity monitoring programmes.

Required profile

• Bachelor’s degree or diploma in management/H&S engineering or NEBOSH equivalent.
• Minimum 5 years of experience in construction HSE or a similar role.
• Knowledge of Mozambique HSE legislation.
• Fluent in Portuguese (native) and English, both oral and written.
