People & Culture Officer

About the role

The People & Culture Officer provides professional HR services for FHI's Mozambique country office, supporting staff across recruitment, employee relations, performance management, benefits and compliance. The role acts as a first‑line advisor on routine policy matters and contributes to continuous improvement of HR processes.

Key responsibilities

• Manage recruitment from requisition approval through onboarding.
• Support employee relations, address workplace concerns and assist with grievance handling.
• Coordinate learning and development activities.
• Liaise with Ministry of Labor, INSS and insurance providers to ensure statutory compliance.
• Maintain accurate employee files (hardcopy and electronic) in line with FHI 360 policy and Mozambican law.
• Assist the P&C Manager during internal and external audits by preparing required documentation.
• Provide first‑line guidance on policy interpretation, escalating complex issues as needed.
• Support the performance management cycle, including goal setting, reviews and tracking.
• Help staff with timesheet submission and resolve related queries.
• Process benefits enrolments, changes and queries, coordinating with providers.

Required profile

• Bachelor's degree in Human Resources, Business or related field.
• 3–5 years of progressive HR experience, preferably in an NGO or donor‑funded environment.
• Strong knowledge of Mozambican employment law and HR best practices.
• Fluency in Portuguese and good working knowledge of English (written and spoken).

Required skills

• Proficiency with MS Word, Outlook, Excel, PowerPoint and Access.
• Experience using HRIS and payroll systems.
• Ability to generate HR reports and work with reporting tools.
