Program Accountant

About the role

Oxfam is seeking a Program Accountant to support its global programmes. The role combines transaction processing, financial reporting and budget monitoring to ensure compliance with donor contracts and Oxfam’s financial standards.

Key responsibilities

• Manage and process transactions (approximately 65% of time), ensuring adherence to Oxfam policies and donor requirements.
• Administer the PeopleSoft system, maintain data integrity and organise electronic and paper filing systems.
• Input transactions, reconcile and maintain the General Ledger.
• Review field‑office expenditures to confirm alignment with budgets and donor contracts.
• Supervise banking relationships and ensure timely remittance of statutory obligations.
• Support Programme Managers in preparing financial and donor reports for review and sign‑off.
• Develop and strengthen budget monitoring capacity across programmes.
• Participate in the Programme Leadership Team, collaborating with Business Development and Programme Managers to maintain effective reporting systems.

Required profile

• Bachelor’s degree with full ACCA or CIMA qualification, or a Master’s in Finance/Accountancy.
• Minimum of 5 years’ accounting experience, preferably within NGOs.
• Experience working with institutional donors such as the European Commission, DFID, and UN agencies.
• Strong knowledge of local taxation laws and ability to prepare monthly and annual financial statements.
• Proven expertise in general‑ledger reconciliation, cash‑flow forecasting and budgeting for multiple cost centres and currencies.
