Programs Manager (Cabo Delgado)

About the role

World Vision is seeking a Programs Manager for its operations in Cabo Delgado, Mozambique. The role will provide strategic leadership to design, plan and oversee humanitarian programmes that support vulnerable children and families in a challenging conflict‑affected environment.

Key responsibilities

• Lead programme design ensuring interventions are technically sound, evidence‑based and operationally feasible.
• Integrate sectoral standards, cross‑cutting themes and protection mainstreaming into plans.
• Coordinate with finance, logistics, procurement, security and support functions to guarantee timely delivery of activities.
• Engage with government authorities, UN agencies, clusters, local partners and donors to promote complementarity and avoid duplication.
• Allocate and monitor human, financial and material resources in line with approved work plans and budgets.
• Oversee implementation, monitor key performance indicators and conduct regular field visits to verify quality and accountability.
• Ensure monitoring, reporting and close‑out of projects follow established protocols, including fraud and corruption safeguards.
• Represent World Vision in provincial and district coordination mechanisms, contributing to Food Security & Livelihoods, Protection and other clusters.
• Build and maintain effective relationships with ministries, INGD, UN agencies, NGOs and private‑sector actors.

Required profile

• Proven experience in managing humanitarian or development programmes in conflict‑affected settings.
• Strong understanding of humanitarian principles, protection standards and sectoral best practices.
• Demonstrated ability to coordinate multi‑disciplinary teams and engage with diverse stakeholders.
• Excellent analytical and reporting skills to track performance and inform decision‑making.
