Provincial Technical Officer – Outbreak Response

About the role

The Provincial Technical Officer – Outbreak Response will provide technical leadership and operational support for outbreak preparedness, detection and response at provincial and district levels. Based in Nampula Province, the role supports the functionality of Provincial Public Health Emergency Operations Centers (PHEOCs) and the Incident Management System (IMS) to enable rapid, coordinated public‑health emergency actions.

Key responsibilities

• Provide technical support to strengthen provincial PHEOC operations and align them with national frameworks and IMS principles.
• Develop, adapt and operationalise SOPs, emergency response tools, reporting forms, contact lists and incident‑logging systems.
• Support activation, coordination and de‑activation of IMS structures during outbreaks and public‑health emergencies.
• Mentor provincial staff across IMS functions including incident management, operations, planning, logistics and finance.
• Plan and deliver foundational and intermediate public‑health emergency management trainings in partnership with MISAU, INS, CDC and other partners.
• Facilitate simulation exercises, tabletop scenarios and drills to test outbreak preparedness and response systems.

Required profile

• Strong understanding of public‑health emergency preparedness and outbreak response systems, including IDSR and PHEOC operations.
• Demonstrated technical expertise in outbreak investigation, rapid response coordination and incident management.
• Practical experience supporting or leading field‑based outbreak responses at provincial or district levels.
• Familiarity with infection prevention and control (IPC) principles during health emergencies.
• Ability to analyse outbreak data and produce clear situation updates, line lists, epidemic curves and summary reports using Excel.
• Fluency in Portuguese (required) and proficiency in English.
