Regulatory & Compliance Lead (Full‑time)

About the role

The Regulatory & Compliance Lead will develop, implement and coordinate the project’s regulatory and compliance framework, ensuring adherence to Mozambican regulations, permit conditions and international standards. Reporting to the Project Director and Interface Manager, the role provides technical leadership across a multi‑location EPC environment.

Key responsibilities

• Develop and maintain the Regulatory & Compliance Plan and provide strategic input to project leadership.
• Lead the full permitting lifecycle, maintain the Permit Register and compliance trackers, and ensure compliance with permit conditions.
• Coordinate regulatory reporting, renewals and manage third‑party support while retaining accountability for outcomes.
• Manage interactions with government authorities, stakeholders and JV partners, supporting issue resolution and audit preparation.
• Integrate regulatory requirements across engineering, procurement and construction activities and monitor compliance data.
• Track changes in regulatory frameworks, assess impacts on project execution and provide status updates to governance forums.

Required profile

• Proven experience in regulatory and compliance leadership within large‑scale EPC or energy projects.
• Strong understanding of Mozambican regulatory environment and international standards.
• Demonstrated ability to coordinate multi‑disciplinary teams across multiple locations.
• Excellent stakeholder management and communication skills with government and client entities.
• Ability to analyse regulatory changes and translate them into actionable project plans.
