Senior Technical Officer, Early Childhood Development (ECD)

About the role

FHI 360, a nonprofit human development organization, is recruiting a Senior Technical Officer, Early Childhood Development (ECD), based in Nampula City, Mozambique. The role supports implementation of integrated ECD interventions within existing maternal, newborn and child health, nutrition and immunization platforms, and strengthens the integration of nurturing care within Mozambique's primary health care system. It reports to the Senior Technical Advisor, Newborn and Child Health.

Key responsibilities

• Manage day-to-day implementation of ECD activities across project-supported districts, facilities and communities, and lead the development of technical tools, job aids, training materials, reports and learning products.
• Provide capacity strengthening and technical expertise to FHI 360 project staff and government stakeholders, and integrate ECD approaches into antenatal care, postnatal care, immunization, healthy child clinics, nutrition services and community platforms.
• Support caregiver-focused interventions such as responsive caregiving, early stimulation, father engagement, caregiver wellbeing and support for adolescent and young mothers.
• Strengthen linkages between maternal, newborn and child health, nutrition, immunization, WASH, community health and ECD, and collaborate with government counterparts to align ECD approaches at subnational level.
• Take part in technical working groups, stakeholder meetings and partner coordination platforms at provincial level, and contribute to work planning, monitoring, reporting and documentation of lessons learned.

Required profile

• Master's degree in public health, health management, pediatrics, nursing, medicine or a related field; clinical background as an MCH nurse or medical doctor strongly preferred.
• At least six years of progressively responsible experience supporting health programs in Mozambique, including work within or close to the public health system and community-based health programming.
• Demonstrated experience in child health, nutrition, quality improvement, health systems strengthening and/or ECD, and in policy support, capacity strengthening and stakeholder engagement.
• Fluency in written and spoken Portuguese; professional working proficiency in English preferred.
• Ability to work independently and in multidisciplinary teams, with strong communication skills.

Required skills

• Advanced knowledge of MCH, immunization, nutrition and ECD approaches, including nurturing care frameworks.
• Understanding of Mozambique's health system, policies and technical working groups.
• Project management, problem solving and analytical skills.
• Use of a personal computer/laptop, Microsoft Office 365, SharePoint, Zoom/Teams and standard office equipment.

Travel of up to 40% within Nampula and to Maputo is required. The expected annual basic salary is USD 47,000 - 57,000.
