WASH Specialist (Consultancy)

About the role

The WASH Specialist leads the planning, design, implementation, monitoring and quality assurance of all Water, Sanitation and Hygiene activities in Mozambique, in communities and health facilities, reporting to the Programme Coordinator. The consultant covers WASH infrastructure from design and technical specifications through construction supervision and operation and maintenance, as well as hygiene promotion and infection prevention and control.

Key responsibilities

• Lead planning, implementation, monitoring and evaluation of WASH activities, develop work plans and ensure compliance with donor requirements, technical standards and national regulations.
• Design water supply, sanitation, handwashing and waste management infrastructure, draft technical specifications and bills of quantities, supervise construction, site inspections and contractor ESHS compliance.
• Oversee safe water supply, sanitation facilities and hygiene promotion, including hygiene kits and supplies.
• Assess WASH conditions in health facilities, support IPC standards, train staff and build O&M capacity.
• Develop monitoring tools, analyse data, write technical reports and report to donors.
• Supervise WASH staff, coordinate budgets and procurement, and represent the initiative in the WASH Cluster and with authorities.

Required profile

• Degree in Civil Engineering, Water/Environmental Engineering, Public Health or a related field.
• Proven expertise in WASH infrastructure design and supervision, and in WASH in health facilities and IPC.
• Strong experience in construction supervision, BoQs, site inspections and ESHS compliance.
• Track record in M&E, budget management, procurement coordination and donor reporting in international NGOs.
• Experience in conflict or emergency settings (Mozambique, especially Cabo Delgado, is an advantage).
• Fluent written and spoken Portuguese and English.
