Youth Programme Development Manager

About the role

The Norwegian Refugee Council (NRC) in Mozambique is looking for a Youth Programme Development Manager to design, launch and scale a youth programme in Mueda. The role provides technical leadership, manages the budget and ensures the programme aligns with NRC’s education and livelihood strategies.

Key responsibilities

• Recruit and lead the youth programme team and oversee implementation against the approved grant.
• Hold responsibility for the programme budget and ensure financial compliance.
• Maintain and expand partnerships, identifying new collaboration opportunities.
• Develop and update the youth programme strategy and associated technical tools.
• Coordinate with area offices to ensure consistency and provide technical training.
• Represent NRC in national working groups on youth, education, protection and livelihoods.
• Facilitate reflection sessions with field staff to capture learning and inform programme iteration.
• Oversee technical implementation across all area offices and document lessons learned.

Required profile

• Minimum 5 years of experience managing technical or operational youth programmes.
• Proven results in complex, volatile contexts.
• Experience coordinating with external actors and developing technical capacity.
• Fluency in Portuguese and English (written and verbal); Spanish is a plus.
• Ability to work independently, meet tight deadlines and translate theory into practice.
• Understanding of the Mozambican youth sector and stakeholder landscape is an advantage.
