Advocacy Manager – Humanitarian Diplomacy (Mozambique, Pemba)

About the role

The Advocacy Manager will strengthen NRC’s humanitarian advocacy in Mozambique, focusing on principled humanitarian action and humanitarian diplomacy. Reporting to senior leadership, the role will shape and deliver the country’s advocacy and communications strategy.

Key responsibilities

• Identify and coordinate NRC’s advocacy response to priority issues at national and international levels.
• Develop and implement an impactful advocacy and communications strategy aligned with the overall country strategy.
• Provide line management for the advocacy and media team, including staff development, budget planning and execution.
• Deliver systematic training on advocacy and communication for relevant staff.
• Produce high‑quality analysis, policy briefing papers, position statements and other public‑facing advocacy products.
• Represent NRC to key stakeholders, strengthen advocacy networks and identify joint advocacy opportunities.
• Liaise with NRC Country, Regional and Global offices to ensure coherent messaging and maximise impact.
• Lead or contribute to in‑country advocacy coordination fora and working groups.

Required profile

• Proven experience in humanitarian advocacy, communications or policy analysis.
• Demonstrated ability to develop and implement advocacy strategies.
• Experience managing a team and overseeing budgets.
• Strong capacity to train and build advocacy skills across staff.
• Ability to produce evidence‑based policy briefs and public advocacy materials.
• Excellent stakeholder engagement and networking skills.
