Alternative Livelihoods Program Officer (M/F)

About the role
The Alternative Livelihoods Program Officer will support the implementation of agriculture‑based livelihood restoration initiatives linked to the company’s resettlement plan. Reporting to the Livelihoods Supervisor and the Land Access Programs Manager, the role combines programme design, partner management and field monitoring.
Key responsibilities
- Prepare and update Statements of Work (SOWs) for contracting implementation partners for agriculture livelihood programmes.
- Coach, up‑skill and mentor field officers and implementation partners.
- Review partners’ execution strategies, plans and procedures and monitor their implementation.
- Assess partner performance and optimise work scope and schedules.
- Oversee agricultural livelihood restoration activities, including tree nursery management, land ceding, land preparation and issuance of security‑of‑tenure documents.
- Identify eligible households for livelihood benefits and use tracking tools to ensure delivery of commitments under household agreements and the Resettlement Action Plan (RAP).
- Conduct random field visits to monitor programme implementation.
- Participate in meetings with government authorities, communities and households as required.
Required profile
- University degree in a relevant field such as rural development, agronomy or agricultural economics.
- Minimum five (5) years of experience engaging communities and implementing fisheries or agriculture livelihood programmes.
- Strong knowledge of land‑access and resettlement processes that lead to displacement and livelihood re‑establishment.
- Experience managing schedules, budgets, large teams and performance monitoring and evaluation.
- Fluency in Portuguese and English (written and spoken).
- Excellent communication, negotiation and conflict‑management abilities.
- Strong analytical skills, attention to detail and proven report‑writing competence.
- Residence in the local area is an advantage.
