Emergency Project Manager (Full-time)

About the role

The Norwegian Refugee Council is seeking an Emergency Project Manager to lead the implementation of Rapid Response Mechanisms within the NRC‑led consortium in Mozambique. Based in Pemba, the role oversees emergency cash‑based and shelter/WASH programmes and ensures high‑quality delivery for displaced populations.

Key responsibilities

• Lead and manage the Rapid Response Mechanism (RRM) teams in Pemba and Mueda, including line‑management, performance reviews and staff development.
• Coordinate and implement emergency and cash‑based projects, ensuring compliance with donor requirements, budgets and NRC policies.
• Develop and roll out digital voucher responses and pool‑fund mechanisms in partnership with consortium members.
• Monitor context developments, produce regular progress reports and contribute to country and area emergency strategies.

Required profile

• Minimum three years of senior‑level project management experience in humanitarian emergency programmes.
• Proven expertise in cash‑based programming, market analysis and rapid response mechanisms.
• Strong leadership and ability to work in complex, fragile and volatile contexts.
• Fluent English (written and spoken); Portuguese knowledge is an asset.
