People and Culture Manager (P-4) – Fixed Term, Maputo

About the role

Under the general supervision of the Representative, the People and Culture Manager leads integrated people and culture services to enhance organisational effectiveness and support UNICEF’s mission in Mozambique. The role anticipates emerging workforce needs and designs strategic, people‑centred solutions that align with business objectives and the Country Programme.

Key responsibilities

• Set priorities, monitor progress and guide staff performance across the Country Office and Zone Offices.
• Provide technical HR leadership, develop and implement policies, and ensure compliance with HR principles and regulations.
• Advise senior management on workforce planning, organisational effectiveness and evidence‑based people solutions.
• Coordinate recruitment, talent management, learning, capacity development and HR analytics to attract and retain high‑calibre staff.
• Lead change‑management initiatives, promote an inclusive workplace culture and strengthen emergency workforce readiness.
• Drive organisational transformation, staff engagement, wellbeing and leadership effectiveness, fostering diversity and inclusion.

Required profile

• Master’s degree or equivalent in Human Resources Management, Business Administration, Management, Psychology, Social Sciences or related fields.
• Minimum eight years of professional experience in HR management within an international organisation or large corporation.
• Demonstrated experience in HR leadership, change management, policy advisory, risk compliance, learning and development and collaboration.
• Fluency in English; knowledge of Portuguese, Spanish or Italian is highly desirable.
