Program Manager I - Emergency Response and Recovery

About the role

Catholic Relief Services (CRS) is looking for a Program Manager I to manage and provide technical oversight of the Country Office's emergency response and recovery programming. The role ensures that systems and processes support high-quality programming that serves the poor and vulnerable, applying best practices and continuously improving their impact.

Key responsibilities

• Provide management, guidance and technical oversight of new and existing emergency response and recovery projects across the project cycle, in line with CRS quality standards, donor guidelines and industry best practice.
• Lead technical assistance and capacity strengthening for staff and partners.
• Lead program learning, research and documentation, implement the MEAL policy, share lessons learned and integrate innovations.
• Pursue new funding opportunities and help write high-quality proposals and budgeting plans.
• Oversee partnerships and ensure timely, compliant project spending.
• Represent CRS in working groups and clusters with donors, local governments and other stakeholders.

Required profile

• Bachelor's degree in International Development, International Relations, Community Development, or WASH, shelter, livelihoods and food security; Master's preferred.
• At least 8 years of field-based program/project management experience with an international NGO, including 2-3 years in emergency response programming.
• Experience managing moderately complex projects and working closely with local partners.
• Ability to represent the organization at coordination meetings with donors, local government, the UN and other NGOs.
• English and Portuguese required; willingness to travel up to 50%.
• No supervisory responsibilities.

• Project grant management, including project design for grants from multiple public donors such as US government and UN.
• Writing high-quality technical proposals.
• MS Office (Excel, Word, PowerPoint), web conferencing and information management systems.
• Strong analytical, problem-solving and relations management skills.
