Program Manager I - Emergency Response and Recovery

About the role

Catholic Relief Services (CRS) is looking for a Program Manager I in Maputo to manage and give technical oversight of the Country Office's emergency response and recovery programming. The role ensures systems and processes support high-quality programming that serves the poor and vulnerable, applying best practices and continuously improving their impact.

Key responsibilities

• Manage, guide and oversee all new and existing emergency response and recovery projects through the project cycle, in line with CRS quality standards, donor guidelines and best practices.
• Lead technical assistance and capacity strengthening for staff and partners.
• Develop program learning, research and documentation, implement the MEAL policy and share lessons learned.
• Pursue new funding opportunities, act as technical lead and technical writer on proposals, and contribute to budgeting and staffing plans.
• Oversee partnerships and ensure timely, compliant project spending.
• Represent CRS in working groups and clusters with donors, local government and other stakeholders.

Required profile

• Bachelor's degree in International Development, International Relations, Community Development, or WASH, shelter, livelihoods and food security.
• At least 8 years of field-based program/project management experience in an international NGO, including 2-3 years in emergency response programming.
• Experience managing moderately complex projects and working closely with local partners.
• Ability to represent the organization at coordination meetings with donors, local government, the UN and other NGOs.
• English and Portuguese required; willingness to travel up to 50%.
• No supervisory responsibilities.

Preferred qualifications

• Master's degree in the same fields.
• At least 2 years of emergency programming experience, including WASH, shelter, livelihoods and/or food security.

Required skills

• MEAL skills and experience.
• Project grant management, including project design for grants from multiple public donors such as US government and UN agencies.
• Writing high-quality technical proposals.
• MS Office (Excel, Word, PowerPoint), web conferencing and information management systems.
• Strong analytical, problem-solving and relations management skills.
