Project Manager – GBV Education Project (Mozambique)

About the role

The Project Manager will lead the AFD‑funded GBV‑Education project in northern Mozambique, overseeing planning, implementation, monitoring and reporting. The role ensures delivery in line with Plan International standards, EU donor requirements and best practices in education, protection and gender equality.

Key responsibilities

• Develop and implement detailed work plans, translating donor proposals and budgets into operational plans for Plan and consortium partners.
• Coordinate multi‑sectoral activities across education, WASH, youth livelihoods, protection, gender equality, disability inclusion and local governance.
• Lead regular project review meetings, identify bottlenecks, and ensure timely corrective actions and escalation of strategic issues.
• Maintain a strong field presence in Mecufi and Memba, managing access constraints, security, government coordination and partner performance.
• Integrate protection, GBV risk mitigation, safeguarding and safe disclosure mechanisms into all activities.
• Oversee budget management as the primary budget holder and ensure compliance with EU procurement, reporting and audit requirements.

Required profile

• Master’s degree in International Development, Project Management, Education, Social Sciences or a related field (or a bachelor’s with substantial experience).
• Minimum 7 years of progressive experience managing complex development or humanitarian programmes, including at least 3 years in a senior project management role.
• Proven experience managing EU‑funded projects and strong knowledge of EU compliance, donor reporting and procurement rules.
• Demonstrated ability to supervise teams, coordinate partners and deliver results within budget and timeframes.
