Team Leader, Municipality-Led Development Program

About the role

iDE is seeking a Team Leader to provide strategic, technical and managerial leadership for a donor‑funded Municipality‑Led Development Project in northern Mozambique (2027‑2030). The role will guide the design and implementation of a results‑oriented local economic development governance model, working closely with municipal authorities, private sector partners and civil society.

Key responsibilities

• Lead the design, refinement and execution of the Project Document, theory of change and results framework.
• Integrate local economic development, market systems development and governance approaches into program activities.
• Manage a multi‑partner consortium, ensuring alignment, coordination and accountability.
• Establish and maintain strong relationships with municipal authorities, national government institutions, private sector actors and civil society organizations.
• Provide strategic direction and adaptive implementation based on evidence, conflict‑sensitivity and contextual factors.
• Serve as the primary point of contact for government counterparts, donors and key stakeholders.

Required profile

• Proven experience in leading complex, multi‑stakeholder development programs.
• Deep understanding of decentralization, political economy and public‑private collaboration.
• Strong ability to navigate and facilitate across government, private sector and civil society.
• Excellent communication and partnership‑building skills.
