Governance, Decentralization and Municipal Development Expert

About the role

The Governance, Decentralization and Municipal Development Expert will support the strengthening of municipal governance systems and decentralisation processes in northern Mozambique. The role focuses on building institutional capacities at municipal and provincial levels to enable inclusive and sustainable local economic development.

Key responsibilities

• Provide technical expertise on decentralisation and municipal governance frameworks.
• Assist municipalities with planning, budgeting and service‑delivery processes.
• Strengthen institutional capacities of local authorities and provincial administrations.
• Design and implement participatory governance mechanisms.
• Facilitate coordination among local authorities, central government and civil society.
• Contribute to policy dialogue, reform processes and the development of governance tools.
• Support monitoring, evaluation and learning activities for the programme.

Required profile

• Master’s degree in political science, public administration, governance or a related field.
• Minimum six years of professional experience in decentralisation and local governance.
• Proven experience working with municipalities and local authorities.
• Excellent written and spoken English and Portuguese.
