Human Rights Officer (P4) – Maputo, Mozambique

About the role

The Human Rights Officer (P4) will be based in the OHCHR Country Office in Maputo, reporting to the Representative. The role focuses on reviewing, monitoring and evaluating the implementation of international human rights instruments and providing authoritative legal advice to UN and national stakeholders.

Key responsibilities

• Review and monitor activities related to the implementation of international human rights treaties and mechanisms of the Human Rights Council.
• Provide legal advice and investigate compliance with international human rights and humanitarian law.
• Analyze and manage data to support early‑warning, accountability and policy development.
• Draft evidence‑based reports and strategic advice for UN leadership and national authorities.
• Integrate human‑rights perspectives into peace, humanitarian and development planning.
• Advise on protection of civilians, rule of law and transitional justice.
• Foster partnerships, capacity‑building and advocacy initiatives that promote equality and accountability.

Required profile

• Strong background in international human rights law and humanitarian law.
• Experience in monitoring, reporting and data analysis related to human rights compliance.
• Proven ability to provide legal advice to senior officials and national authorities.
• Excellent drafting skills for evidence‑based reports and strategic documents.
• Capacity to work collaboratively with UN agencies, governments and civil‑society partners.
