Support the country-level application of the practical Toolkit for law enforcement

About the role

The Office of the United Nations High Commissioner for Human Rights (OHCHR) is looking for a consultant to support the implementation of its practical Toolkit for law‑enforcement officials in Mozambique. The assignment will focus on translating human‑rights standards into operational guidance for police forces handling peaceful assemblies.

Key responsibilities

• Facilitate in‑country workshops to introduce and adapt the Toolkit for local law‑enforcement agencies.
• Provide technical assistance on the Model Protocol, digital‑technology annex, and Handbook for facilitating peaceful protests.
• Conduct follow‑up activities to monitor adoption and address implementation challenges.
• Collaborate with the Special Rapporteur on freedom of peaceful assembly, UNODC, and relevant Mozambican authorities.

Required profile

• Proven experience in institutionalising human‑rights standards within law‑enforcement institutions.
• Knowledge of how to integrate and operationalise human‑rights principles in policing peaceful protests.
• Familiarity with the use of digital technologies in the context of public assemblies.
