Human Resources Technical Officer – Mueda, Mozambique

About the role

The Human Resources Technical Officer supports the implementation of NRC’s HR functions at the Mueda field office, ensuring compliance with organisational policies, donor requirements and Mozambique labour law. The role works closely with line managers, the HR Manager and other partners to deliver efficient recruitment, training and staff support.

Key responsibilities

• Implement NRC systems and procedures at the field‑office level.
• Ensure adherence to NRC policies, handbooks, donor requirements and national labour law.
• Prepare and submit HR reports and analyses.
• Support line managers with HR procedures and coordinate team trainings.
• Develop and maintain HR administrative systems and staff records.
• Coordinate recruitment, staff introductions, trainings, benefits schemes and exits.
• Handle interview logistics, advertise vacancies and edit job descriptions.
• Support the roll‑out of NRC’s induction package, Duty of Care processes and PSEA measures.
• Archive employee files in line with data‑protection guidelines.
• Update staff contact lists and promote gender equality in recruitment and retention.
• Work with finance to ensure accurate monthly payroll.
• Serve as point of contact for HR suppliers and external partners.

Required profile

• Experience supporting HR managers in recruitment, induction and staff administration.
• Knowledge of NRC policies, donor compliance and Mozambique labour legislation.
• Ability to coordinate recruitment, training, benefits and payroll processes.
• Strong organisational skills for maintaining accurate staff records and reports.
