Territorial Development Senior Manager (m/f)

About the role

The position reports to the Social Performance Vice President/Director and the Country Chair & MD in Mozambique. It is responsible for leading territorial development, stakeholder engagement and social performance activities for a multinational oil & gas company.

Key responsibilities

• Develop and implement tactical plans for stakeholder engagement, land access and cultural heritage management.
• Implement the site social performance programme and oversee its objectives.
• Build and maintain strong relationships with communities, government, CSOs and community‑based organisations.
• Design and run stakeholder engagement plans, communication channels and grievance mechanisms.
• Manage the interface with Area 4 at the project site level.
• Oversee land access and resettlement programmes, ensuring compliance with international and Mozambican standards.
• Lead the resettlement team, livelihood restoration programmes and community development funds.
• Develop social investment initiatives, manage related budgets and prepare performance reports.
• Lead, mentor and coordinate the on‑site social performance team.

Required profile

• Diploma in a relevant field.
• Minimum 10 years of experience in complex, culturally diverse environments within the extractive industry.
• Strong knowledge of social performance principles, stakeholder engagement methodologies, resettlement best practices (IFC, World Bank, AfDB), social impact assessment, community development and project‑induced in‑migration management.
• Familiarity with Mozambican regulations governing land access and resettlement.
• Proven ability to develop tactical plans, manage stakeholder relationships and oversee budgets for social investment programmes.
• Experience leading and mentoring multidisciplinary teams.
• Residence in the local area is an advantage.
