Data and Information Specialist

About the role

The Data and Information Specialist will support the implementation of Mozambique’s National Fisheries Monitoring, Control and Surveillance (MCS) policy and the associated “MZ MCS Project”. The role focuses on strengthening data collection, validation, analysis and reporting to improve inter‑agency coordination and community‑based monitoring of illegal, unreported and unregulated (IUU) fishing.

Key responsibilities

• Assist in the design, development and maintenance of fisheries data systems for the project.
• Collect, validate and analyse monitoring data from industrial and small‑scale fisheries operating in the coastal area and Exclusive Economic Zone.
• Produce regular analytical reports on MCS activities, IUU fishing trends and compliance with national and international regulations.
• Facilitate data sharing and information exchange among the Ministry of Agriculture, Environment and Fisheries, INAMAR, ADNAP, the General Attorney, migration authorities and other law‑enforcement partners.
• Support community‑based monitoring programmes by providing data tools, guidance and training to local fishing communities.
• Coordinate with FAO, UNODC and other international technical teams to ensure alignment with the FAO Port State Measures Agreement and regional IUU‑fishing initiatives.
• Contribute to the preparation of policy briefs, technical documents and project deliverables for national and regional stakeholders.

Required profile

• Experience in data management or information handling within fisheries, marine or environmental projects.
• Ability to work effectively with government agencies, law‑enforcement bodies and local communities.
• Strong analytical mindset with attention to data quality and integrity.
• Familiarity with national fisheries legislation and international IUU‑fishing frameworks.
