Regulatory & Compliance Lead

About the role

The Regulatory & Compliance Lead will design, implement and coordinate the project’s regulatory and compliance framework, ensuring adherence to Mozambican regulations, permit conditions and relevant international standards. Reporting to the Project Director and Interface Manager, this senior position provides technical leadership across a multi‑location EPC environment.

Key responsibilities

• Develop and maintain the Regulatory & Compliance Plan and provide strategic input on regulatory risk.
• Lead the full permitting lifecycle, from identification through approval, and keep the Permit Register and compliance trackers up‑to‑date.
• Manage interactions with government authorities, client and JV partners, and coordinate regulatory reporting, renewals and audits.
• Integrate regulatory requirements into engineering, procurement and construction activities and ensure consistent application across sites.
• Monitor changes in legislation, assess impacts on the project and report compliance status to governance forums.
• Identify, assess and escalate regulatory risks, supporting corrective actions and, when necessary, activity suspension.
• Perform conceptual, FEED and detailed design analyses in line with project specifications and standards.

Required profile

• Proven experience in regulatory and compliance management within large‑scale EPC projects.
• Strong understanding of Mozambican regulatory frameworks and international standards.
• Demonstrated ability to lead multidisciplinary teams and coordinate across multiple project locations.
• Excellent analytical skills and experience with permitting processes and stakeholder engagement.
