Resources Management Officer – Finance & HR

About the role

The International Organization for Migration is seeking a Resources Management Officer to support the financial, human‑resources and administrative functions of its Pemba Sub‑Office. Working under the Head of Resources Management and in coordination with regional and headquarters units, the officer will ensure sound budgetary control, cash‑flow forecasting and compliance with donor agreements.

Key responsibilities

• Monitor and oversee financial management of all activities, reviewing expenditures and ensuring accountability.
• Forecast cash flows, manage treasury functions and validate fund disbursements against donor agreements.
• Prepare financial reviews, analyse budget‑to‑actual variances and take corrective actions to avoid deficits.
• Assist in annual budget preparation for the Country Office and sub‑offices, and support budgeting for new projects.
• Maintain internal controls to safeguard assets, prevent fraud and ensure proper payroll allocation.
• Draft project and donor financial reports in line with IOM regulations.
• Review and recommend improvements to existing financial and administrative procedures.
• Support human‑resources functions, including recruitment recommendations and policy application.
• Oversee supply‑chain services, contracts, fleet management and premises maintenance.
