Voluntary Principles on Security and Human Rights Manager

About the role

The Voluntary Principles on Security and Human Rights (VPSHR) Manager will lead the design, implementation and monitoring of the VPSHR strategy for TotalEnergies’ OTOC and Mozambique LNG Project. Based in Maputo, the role works closely with teams in Pemba and Afungi and reports to the Human Rights team at headquarters.

Key responsibilities

• Develop and execute a VPSHR strategy aligned with TotalEnergies’ Human Rights policy and global standards.
• Provide updates on VPSHR issues to the Human Rights Steering Committee and senior management.
• Advise on compliance with all applicable laws and promote best practice within the affiliate and industry groups.
• Support the creation of robust due‑diligence processes for community human‑rights impact and risk analysis.
• Integrate VPSHR considerations into supply‑chain, service and marketing functions.
• Engage with international and regional human‑rights institutions to advocate TotalEnergies’ VPSHR work.
• Lead assessments of VPSHR SOP implementation, identify gaps and drive improvements.
• Coordinate Security and Social Performance teams to deliver the Community Resilience and Security Framework.
• Oversee training, incident‑case management, community engagement and reporting systems related to VPSHR.
• Monitor and report on misconduct cases involving security forces protecting project assets.

Required profile

• Proven experience in security, human‑rights or compliance management, preferably in the energy sector.
• Strong knowledge of the Voluntary Principles on Security and Human Rights and related international standards.
• Ability to work across multiple sites (Maputo, Pemba, Afungi) and travel frequently.
• Excellent communication skills for interaction with headquarters, international stakeholders and local communities.
• Capacity to lead cross‑functional teams and influence industry peers.
