Capacity Strengthening Officer for ECHO Project

About the role

The Capacity Strengthening Officer will lead the design and implementation of capacity‑strengthening strategies for the ECHO project, supporting the Government of the Republic of Mozambique (GRM) in sustained HIV/AIDS epidemic control. Based in Maputo, the role works with national and provincial health authorities to build sustainable systems and institutional capacity.

Key responsibilities

• Lead the design and implementation of capacity‑strengthening strategies aligned with ECHO transition objectives and government priorities.
• Define capacity‑strengthening priorities in collaboration with the Health Systems Strengthening Director, Provincial Coordinators, and technical teams.
• Translate strategic goals into actionable plans at national and provincial levels.
• Support development of provincial and district capacity‑building plans.
• Work closely with provincial teams, technical leads, and government counterparts to ensure measurable improvements in performance and service delivery.

Required profile

• Experience in health systems strengthening and capacity‑building within government or public‑health contexts.
• Ability to shape strategy, influence decision‑making, and align activities with transition goals and long‑term sustainability.
• Proficiency in integrating data use, performance management, and systems thinking to improve governance and program outcomes.
