About the role
The Cash and Market Systems Specialist will lead the design, development and implementation of market‑based programmes, including cash and voucher assistance (CVA), for displaced and conflict‑affected populations in Mozambique. The role supports the institutionalisation of market‑based approaches within the Rapid Response Mechanism Consortium and provides technical leadership across programme design, implementation, monitoring and close‑out.
Key responsibilities
- Identify trends, technical standards and donor priorities to embed cash and market systems in RRM responses.
- Provide technical direction to field teams, develop SOPs, training materials and indicators for CVA and market‑systems integration.
- Engage with national authorities, negotiate with government and represent the consortium in policy forums.
- Build capacity of programme staff to use CVA and market‑systems approaches, including digital voucher solutions.
- Oversee large‑scale multipurpose voucher/e‑voucher programme development, operations and financial reconciliation.
- Coordinate with finance, logistics and private‑sector partners to ensure efficient, large‑scale CVA delivery.
Required profile
- Relevant university degree.
- Minimum 4 years of senior‑level field experience in cash and market‑based programming within humanitarian contexts.
- Proven technical expertise in cash and voucher assistance and market analysis.
- Experience negotiating with government stakeholders and influencing policy.
- Fluency in English and Portuguese (written and spoken).

- Salary grade 9 on NRC’s International salary scale (USD 5,189 per month).
