Consultant – Technical Assistance for ProSAS & Case Management (Mozambique)

About the role

The UNICEF office in Maputo is seeking a senior consultant to provide technical assistance for the rollout of the ProSAS system and case‑management processes across Nampula, Niassa and Cabo Delgado provinces. The assignment lasts 6.5 months and combines office‑based work with field travel.

Key responsibilities

• Support the design, implementation and monitoring of cash‑plus and child‑sensitive social protection programmes.
• Provide technical guidance on case‑management information systems and digital data tools.
• Coordinate with ministries, government agencies and development partners to strengthen capacity and ensure alignment with national policies.
• Conduct field monitoring, supervision and data collection using qualitative and quantitative methods.
• Prepare technical reports, operational guidance, funding requests and programme documentation.

Required profile

• University degree in social sciences, international relations, development studies or a related field.
• Minimum 10 years of progressive experience in social policy, social protection, child protection or case‑management programmes.
• Demonstrated experience working with the Government of Mozambique and relevant ministries.
• Strong background in capacity building, technical assistance and coordination with development partners.
• Fluency in English and Portuguese (written and spoken).
