Deputy Country Director for Programs – Cabo Delgado

About the role

The Deputy Country Director for Programs (DCDP) will supervise program quality, strategic orientation and MEAL systems across Solidarités International’s operations in Cabo Delgado, Mozambique. Reporting to the Country Director, the DCDP ensures compliance with donor requirements and supports adaptive programming in a volatile security environment.

Key responsibilities

• Provide overall supervision of programme implementation, technical departments (WASH, FSL, RRM, MEAL) and ensure high‑quality delivery across all bases.
• Strengthen MEAL systems, use monitoring data for decision‑making and guarantee donor compliance.
• Lead the closure of ending projects and the launch of new emergency and development initiatives.
• Coordinate proposal development with Project Managers, Technical Coordinators and the Grants Department.
• Represent SI with provincial and district authorities, clusters and key partners.

Required profile

• Master’s degree in humanitarian action, development, international law or related field.
• 3‑4 years experience in the humanitarian sector, including similar senior programme management roles.
• Proven ability to supervise and structure teams in complex, multi‑base operations.

Required skills

• Strong Project Cycle Management skills.
• Solid background in MEAL systems and accountability mechanisms.
• Good knowledge of donor compliance and reporting requirements.

What we offer

• Salary starting from EUR 3,300 gross per month (base + 10% annual leave allowance).
• Monthly per diem of USD 750.
